Djibouti becomes a strategic hub for African cinema through the partnership between ANPC and OPAC-PACO

Djibouti, February 13, 2025


The National Agency for the Promotion of Culture (ANPC) and the Pan-African Audiovisual and Cinema Observatory (OPAC) have signed a strategic partnership agreement aimed at making Djibouti a major crossroads for African cinema and revitalizing the film industry on the continent.


OPAC is an organization dedicated to promoting and developing the African film industry. It stands out for producing analyses and strategic data on the sector’s evolution and economic potential. This essential tool will enable policymakers and professionals to evaluate the attractiveness of the African film industry while highlighting its growing role in local economies.


Supported by the African Union, UNESCO, and the International Organization of La Francophonie (OIF), the project is now anchored in the Republic of Djibouti. It continues the momentum set by the study published by UNESCO in 2021 on the film and audiovisual industry in Africa.


Partnership Objectives

  • Strengthen South-South cooperation by centralizing and disseminating data on the African audiovisual and film sector.

  • Attract investment and stimulate the cultural economy by showcasing the potential of the African film industry.

  • Create a pan-African network connecting professionals from the sector across the continent and the diaspora.


Djibouti’s Commitment

The ANPC, a public institution under the Ministry of Youth and Culture of Djibouti, is committed to promoting and developing cultural and creative industries through national and international partnerships. As part of this agreement, the ANPC will provide OPAC with facilities and equipment to ensure the smooth running of its activities.


The establishment of OPAC in Djibouti will:

  • Make Djibouti a hub for African cinema by hosting major events and ensuring a presence at festivals and international gatherings.

  • Boost the local cultural economy by stimulating audiovisual production and attracting investors.

  • Create opportunities for Djiboutian youth by offering training, jobs, and platforms for emerging talents.
